Commission membership consists of five members, all residents of the City of Universal City, appointed by the city council for the term of two years.
The commission acts as an advisory, policy-recommending board to the city manager and city council relating to the usage of the city library, the nature of services rendered or to be rendered by the library, the manner in which the library services may be coordinated with other municipal plans and programs and for policy development relative to library services. In addition, the commission makes periodic reports to the city manager and city council concerning the commission’s work, such as special reports as may be requested by the city manager or city council.
Meetings are held bimonthly on the third Wednesday of every month at 5:30 p.m. and are open to the public.
The city librarian serves as an ex-official member of the Library Advisory Commission.
